Relevant Rules

Rule XL of the Istanbul Conference of 1918
Fallen Angels, Descendants, and Wraiths may not interfere IN ANY WAY with human free will. This rule is to be interpreted broadly and specifically negates each and every exception adopted by previous conferences over the past 3000 years. Punishment for any infraction of this rule shall be eternal death.

The number of years that any college campus may be used as training grounds for the Descendants and the Wraiths shall not exceed twenty-five, and no college campus may be used more than once every two hundred years.

No neutralization, maiming, psychological or physical injury, harassment, incantations, spells, potions, autonomic suggestions, or any other physical or mental means designed to interfere with the life, health, mental processes or free will of any Descendants or Wraiths may be used anywhere on the designated university campus, its satellite campuses or buildings, or the off campus residences of any student for the entire term of their university education, so long as such term does not exceed five years.
